This package version appears to have been accidently distributed as version 4.09 instead of 4.0.9. However the instructions to install the package have not changed.
Install utfcpp by running the following commands:
mkdir build && cd build && cmake -D CMAKE_INSTALL_PREFIX=/usr ..
This package does not come with a test suite.
Now, as the root user:
make install
